Learning how to save live


Butterworth - More than 40 people picked up vital life-saving skills in a first aid and emergency rescue training organised by Bagan MCA Youth division.

They were taught basic skills including fire-fighting and cardio-pulmonary resuscitation (CPR) at the Malaysia Civil Defence Department (JPAM) Butterworth centre.

The programme is supported by Penang Crisis Relief Squad MCA (CRSM) and JPAM.

Organising chairman and Bagan MCA Deputy Youth chief Ooi Ghee Loon said such skills helped participants to respond effectively in accidents or calamities.

Penang MCA Liaison Committee chairman Datin Paduka Chew Mei Fun, who was also present, shared her experience in rescue missions during the massive floods in Johor in 2006.

At the height of the situation there, the Kota Tinggi district saw water rising over two storeys high and at least 100,000 people were evacuated.

She said the heavy rain lasted for at least a month.

“We were sitting on boats in the city area and distributed food and water to the victims. Our resources were mobilised to the maximum then.

“We also worked very closely with Tzu Chi voluntary groups,” she said.

Chew said CRSM was closely associated with Penang as it was formed after the tsunami in 2004 that took away scores of lives in the state.

“In the tsunami aftermath, I saw victims experiencing hardship, both mentally and physically.

“We decided to set up CRSM in 2005.

“We wanted to rope in youths who could contribute to society.

“All the members are trained to face disasters such as tsunamis, earthquakes or floods and how to conduct relief and rescue operations,” she said.

At the end of the programme, JPAM gave out certificates of completion to the participants.

Those who completed the programme can apply to become members of JPAM.

They can also receive professional intensive training and enjoy special allowances thereafter.

RESCUE TRAINING COURSE | 19 Oct 2014 by MCA Bagan Youth Division

Malaysian Chinese Association Bagan Youth Division is organizing One Day Rescue Training Couse on 19.10.2014.

The said program is supported by Penang Crisis Relief Squad MCA and conducted at Malaysia Civil Defence Department (JPAM), Butterworth Bagan Jermal centre (opposite Butterworth Court). 

According to MCA Bagan Youth Chief Dickson Seow, the said program focuses on providing general public with the basic skills and knowledge in emergency responses, including firefighting, water safety and rescue. With such skills, in the event of an incident, the participants would be able to effectively respond and enact a rescue thereby increase the chance of survival until the emergency service arrives.

The said program will be conducted from 8:00 am until 5:00 pm. Refreshment and meal will be served. JPAM will issue certificate of completion for the participants.

Participants who complete the said program could apply to become members of JPAM, receive professional intensive training and enjoy special allowance thereafter.

Guan Eng's statement on GST very misleading

GEORGE TOWN, 31 May 2013 : Barisan Nasional Bagan Division Secretary cum Certified RFP Trainer, Tan Chuan Hong bombarded Penang Chief Minister Lim Guan Eng on misleading the masses with Goods and Services Tax (GST) issue, because the Government has yet announced the GST details. Therefore, he should mind his words and deeds so as not to become an ignorant leader. He should only comment after the details have been announced.

Chuan Hong said, in developed countries, GST is part of a reasonable and comprehensive tax structure. Besides avoiding merchant involved in tax evasion, it also stimulates a fair competition platform in a nation. In addition, with the “spend more pay more” tax principles, those who spend more will have to pay more taxes. It does not affect the low-income groups.

Generally, GST will not impact daily supplies and controlled items. For instance, no tax imposed on a cup of coffee if one drinks in an ordinary coffee shop. If one drinks at premium brand stores, one will have to pay the tax. It was misleading the masses when Penang Chief Minister Lim Guan Eng claimed that buying underwear would have to pay tax. This is because buying ordinary underwear will not be affected by the tax. However, if buying underwear at premium brand stores, one will need to pay tax.

He made a proclamation and said that Penang Chief Minister Lim Guan Eng possessed an Accountancy qualification, and is a leader, too, should have knowledge in taxation. It was irresponsible and misleading when Lim commented that everyone had to bear RM1000. Without the tax details, what basis he has for making this conclusion? His comment is not only causing panic, but also worries to the public.

He said, the RM500 BR1M for the low-income groups is meant for those who have lower income or who are senior citizens. Anyone is entitled as long as one is qualified. This is different from the Penang Government where the PAKATAN RAKYAT Government only pays RM100 to benefit Penang voters, not Penang peoples and this clearly shows that it is Money Politic.

“In addition, GST virtually helps promoting tourism industry. It even pushes the nation’s shopping paradise to its summit. Tourists will get tax rebates after their purchases. This will boost tourism, and in turn benefiting the development of other industries including hotels, food and beverage industries.”

In this regard, he hopes that Lim Guan Eng as the Penang Chief Minister should be prudent in his words and deeds to avoid causing panic and worries to the public.

GST: Guan Eng diselar cuba kelirukan rakyat


PULAU PINANG, 30 Mei 2013 - Barisan Nasional (BN) negeri membidas Ketua Menteri, Lim Guan Eng kerana mengeluarkan kenyataan mengelirukan berhubung cadangan pelaksanaan cukai barangan dan perkhidmatan (GST) sebanyak tujuh peratus berikutan perkara tersebut belum diputuskan kerajaan.

Setiausaha BN Bahagian Bagan, Tan Chuan Hong berkata, Guan Eng tidak sepatutnya mengulas berhubung pelaksanaan GST itu memandangkan maklumat terperinci mengenainya belum diumumkan.

Malah, beliau turut menempelak Guan Eng yang sepatutnya lebih mengetahui hal ehwal percukaian memandangkan mempunyai kelayakan dalam bidang perakaunan selain merupakan pemimpin tertinggi kerajaan negeri.

Adalah tidak bertanggungjawab dan mengelirukan selepas Guan Eng mendakwa rakyat terpaksa menanggung beban sebanyak RM1,000 jika cadangan tersebut dilaksana.

Apa asas untuknya membuat kesimpulan sedemikian? Komen Guan Eng itu bukan sahaja mencetuskan suasana panik tetapi membimbangkan rakyat," katanya dalam kenyataan di sini hari ini.

Baru-baru ini, Guan Eng berkata, setiap warganegara Malaysia akan menanggung beban tambahan sebanyak RM1,000 setahun jika kerajaan melaksana GST sebanyak tujuh peratus.

Chuan Hong memberitahu, di negara maju, GST merupakan sebahagian daripada struktur cukai yang komprehensif dan berpatutan.

Menurutnya, selain membendung pedagang daripada mengelak membayar cukai pelaksanaannya juga mampu menjana platform persaingan seimbang dalam negara.

Berdasarkan prinsip cukai, mereka yang berbelanja besar akan membayar lebih cukai.

Keadaan sebegini sudah pasti tidak akan menjejaskan golongan berpendapatan rendah," katanya.

Bagan Jermal candidate, Tan Chuan Hong, 46, is a through-and-through local and knows what's best for the people here.

He is married with two children. He is an insurance manager and a certified trainer for Registered Financial Planner professional course. 

He has professional qualifications such as
