Manifesto Kerajaan Pakatan Harapan gagal mencapai matlamat

Sidang akhbar bersama 10 orang ketua Cawangan di bawah MCA Bahagian Bagan dengan Tan Chuan Hong: Manifesto Kerajaan Pakatan Harapan gagal mencapai matlamat

Malam ini, kami menyalakan lilin bertujuan berkabung dan merakamkan takziah terhadap manifesto 10 janji 100 hari Kerajaan Malaysia Baru di bawah Pakatan Harapan, kerana pencapaian hanya 40% daripada manifesto Pakatan Harapan, mengakibatkan rakyat hilang keyakinan dan menghampakan rakyat yang memilih Pakatan Harapan.

Pakatan Harapan hanya mencapai 40% manifesto, merupakan kerajaan yang gagal dan menghampakan rakyat dan ia jelas dilihat oleh rakyat bahawa kerajaan yang sedia ada tidak boleh diharap.

Ia dimulakan dengan Pakatan Harapan yang menjanjikan Kerajaan PH mahu mengikhtiraf UEC, dari jarak 1 batu kini telah menjadi 500 batu, kami menjangkakan dalam masa 5 tahun ini bukan senang untuk dilaksanakan, malah ia menyusahkan kepada pengundi Cina yang memilihnya.

Di samping itu, Menteri Pendidikan berkata PH tidak dapat memberi peruntukan pengurusan kepada Sekolah Persendirian dan hanya memberi peruntukan pembangunan tetapi Ahli Parlimen Bagan merangkap Menteri Kewangan Lim Guan Eng dengan penuh keyakinan berkata selepas kerajaan diubah, Sekolah Persendirian akan mendapat peruntukan bersistem, kenapa sampai hari ini, DAP tidak berani memberi tekanan kepada Kerajaan Pakatan Harapan untuk memberi peruntukan pengurusan supaya memudahkan Sekolah UEC untuk mengurus sekolah??

Kerajaan PH juga berjanji akan membina SJKC, tetapi sampai hari ini kata kerajaan tidak ada wang dan tidak berkemampuan untuk membina; Serta pelajar yang mempunyai keputusan yang cemerlang gagal memasuki universiti tempatan, malah pelajar golongan ini lagi dilawak oleh wakil rakyat PH dan mengatakan bahawa tidak semua yang mencapai keputusan yang penuh A mendapat fakulti yang dupilihnya.

Selain itu, di Pulau Pinang, manifesto perumahan rakyat, sehingga hari ini tidak nampak kerajaan negeri melancarkan apa-apa projek Rumah kos rendah dan sederhana.

Lim Guan Eng yang selaku seorang akauntan, tidak memenuhi piawaian akauntan antarabangsa, mengatakan hutang negara mencapai 1 trillion, serta membuat fitnah terhadap Kerajaan BN yang mencuri wang pulangan GST sebanyak 19billion. Mereka menggunakan hasutan untuk menghasut rakyat, supaya rakyat menghulurkan bantuan dalam bentuk derma demi mencapai matlamat mereka, dan menjadikan satu lawak jenaka di mata dunia bahawa kerajaan sekarang mendapat derma rakyat demi kepentingan PH mentadbir negara.

Padahal, Pakatan Harapan mentadbir Kerajaan Persekutuan lebih kurang sama dengan Kerajaan Pakatan Harapan di Pulau Pinang, mereka gagal melaksanakan janji dan menifesto, tetapi mereka mahir untuk menyalahkan kerajaan yang dulu. Walaupun Kerajaan PH mengosongkan kadar GST, tetapi Kerajaan PH beralih balik ke jalan lama untuk meluluskan 10% kadarcukai jualan dan 6% cukai Perkhidmatan untuk kadar cukai SST, pakar ekonomi dan para peniaga telahpun memberitahu ia akan mengakibatkan kenaikan harga barangan, dan akan kos sara hidup rakyat akan bertambah serta menyusahkan rakyat.

Pakatan Harapan dalam manifestonya berkata melarang Perdana Menteri untuk merangkap Menteri Kewangan, tetapi selepas Tun Mahathir menjadi Perdana Menteri, belliau telah mengambil-alih 3 agensi dibawah Kementerian Kewangan, iaitu Khazanah Nasional, Dana Modal dan Petronas, dan ia jelas melanggar manifesto dan janji PH.

Hari ini kami menyalakan lilin ini adalah kerana merakamkan takziah kepada kerajaan PH yang gagal untuk meringankan beban rakyat, malah menambahkan kesusahan rakyat, pada masa yang sama juga gagal menyempurnakan janji dan manifesto Pakatan Harapan.

Tan Chuan Hong queries the Finance Minister "Why still collect the toll charges so far?"

Represent 10 Branches chairmen/committee of MCA Bagan Division, Tan Chuan Hong queries the Finance Minister "Why still collect the toll charges so far?"

Bagan MP and Finance Minister Lim Guan Eng said before the GE14, while he was Penang Chief Minister then, that once PH took over Putrajaya, they will abolish road tolls, especially priority is given to the Sungai Nyior and Penang Bridge.

However, Lim Guan Eng is now a finance minister, and today is the 93rd day of PH’s administration. There will be 100 days of its administration in a week. May I ask, what action did Lim Guan Eng take to abolish the tolls? Or he just doing nothing? Continue to fool the voters?

Moreover, people now feel Lim Guan Eng lacking real power. Because there are five elders of CEP, Economic ministers, and Entrepreneur and Cooperative Development Minister on top of him. Even Khazanah, Petronas and PNB will be directly controlled by the Prime Minister's Office, which shows that the Finance Minister has no power at all.

The 42 MPs led by Lim Guan Eng have not dared to speak out about the abolition of the tolls. Are they afraid of the 13 MPs from PPBM? Or they are in order to keep their government post safe?

The people support Lim Guan Eng to fight for his right to be an upright finance minister, so that he could benefit the people.

In addition, Lim Guan Eng is an accountant but he did not publish government debt according to international accounting standards. He fooled the people saying that government debt and liabilities exceeding 1 trillion, and took the opportunity to ask people to donate money to the government. This ridiculous move drives people crazy!

Besides, the Ministry of Finance decided to cancel the MRT 3 and reduce the size of the LRT 3 line in order to save government spending. On the other hand, the Prime Minister insisted on investing funds to develop the third national car. He is abandoning the public transportation that benefits the people, and also force the people to pay for his selfishness!

The people are so confused at this moment. Is the country rich or not? Will it go bankrupt or not? If the country has the money to develop the third national car, then PH’s “Malaysia will go bankrupt” statement before the election is just a lie to fish the votes?

Will PH give priority to the general election minifesto or its own selfishness? If PH used the manifesto to deceive votes, the voters who voted PH will be the biggest losers.

Lim Guan Eng must explain clearly the incidents of failing the people above and plan how to abolish the toll charges. Don’t end up continue to collect the toll charges and make the people continue to suffer!

Penang free WiFi a big letdown

BUTTERWORTH , 31 Dec 2015 : Bagan MCA division has expressed disappointment with the Penang free WiFi service provided by the state since 2009.

Bagan MCA treasurer Sum Yoo Keong said although the state government had spent RM8.5mil on the service, “the speed is slow and does not benefit anyone”.

“Chief Minister Lim Guan Eng’s claim that one can just turn on one’s computer and access free Internet at any time and any place in Penang is just a claim,” he said.

"Today, we found that Lim Guan Eng was just sloganeering. Nobody can access Penang Free WiFi in any public places and crowded places in Seberang Perai. Penang state government has spent RM8.5 million and the public cannot enjoy the convenience of free Internet access. "

Sum said the state government had also sidelined Seberang Prai when it came to big plans.

Sum Yoo Keong attended an event at Taman Karapu Pek Kong temple which Bagan Service Team helped the residents to fill up BR1M application form and updated their details in the Monday evening (28th Dec 2015). Kampung Simpah JKKKP chairman Lim Hai Song, Bagan Service Team chief Khaw Tee Yong from Bagan Service Team attended the event as well.


Sum Yoo Keong was questioning the effectiveness of this program. Because the speed is low and nobody benefits from it.

“Any big plans such as bicycle lanes. There is much land in Seberang Prai but the state government is only reclaiming and requisitioning land on the island and not developing Seberang Prai,” he said in a press at Taman Kerapu Chinese Temple at Butterworth.

Kampung Simpah JKKKP chairman Lim Hai Song, said, according to what Penang Chief Minister Lim Guan Eng answered in the DUN in November this year, Penang government paid RM5,307,660 from 2012 to 2015 for Penang Free WiFi. Respectively spent RM981,760 in 2012, RM2,395,450 in 2013, RM6,388,830 in 2014 and RM1,291,620 in 2015.

He said Penang Government is monitoring the programme through Penang Development Corporation (PDC) Telecommunication Services Sdn Bhd. Currently, a total of 1,560 hotspots is still in operation in Penang, respectively 750 hotspots of phase 1 and 810 of phase 2.

Lim Hai Song said they have found a news that ADUN Teratai YB Jenice Lee Ying Ha could not find the hotspot in June 2013. MP for Jelutong YB Jeff Ooi Chuan Aun said then the state government launched free wifi in 2009 and completed the second phase of hotspots installation in May 2012. There was a total of 2,300 Penang Free WiFi hotspots within the state. ( http://www.guangming.com.my/node/169975)

"The installation of 2,300 hotspots in 2013, so far only 1,560 hotspots left. Are another 740 hotspots eaten by the Penang State Government? Any tricky in it? "

He criticized the state government to implement this programme without sincerity. People feel like they are feeding the contractor. They are unable to do it and simply do it casually. You can see Penang Free WiFi in some places but actually you cannot access to it. Even in some areas, you cannot feel it at all.

Bagan Service Team chief Khaw Tee Yong said, the team will continue to expand services into the community and keep on increasing public service activities, such as new voter registration, public complaints and the internet public complaints about MPSP and MBPP. Learning how to save live


Butterworth - More than 40 people picked up vital life-saving skills in a first aid and emergency rescue training organised by Bagan MCA Youth division.

They were taught basic skills including fire-fighting and cardio-pulmonary resuscitation (CPR) at the Malaysia Civil Defence Department (JPAM) Butterworth centre.

The programme is supported by Penang Crisis Relief Squad MCA (CRSM) and JPAM.

Organising chairman and Bagan MCA Deputy Youth chief Ooi Ghee Loon said such skills helped participants to respond effectively in accidents or calamities.

Penang MCA Liaison Committee chairman Datin Paduka Chew Mei Fun, who was also present, shared her experience in rescue missions during the massive floods in Johor in 2006.

At the height of the situation there, the Kota Tinggi district saw water rising over two storeys high and at least 100,000 people were evacuated.

She said the heavy rain lasted for at least a month.

“We were sitting on boats in the city area and distributed food and water to the victims. Our resources were mobilised to the maximum then.

“We also worked very closely with Tzu Chi voluntary groups,” she said.

Chew said CRSM was closely associated with Penang as it was formed after the tsunami in 2004 that took away scores of lives in the state.

“In the tsunami aftermath, I saw victims experiencing hardship, both mentally and physically.

“We decided to set up CRSM in 2005.

“We wanted to rope in youths who could contribute to society.

“All the members are trained to face disasters such as tsunamis, earthquakes or floods and how to conduct relief and rescue operations,” she said.

At the end of the programme, JPAM gave out certificates of completion to the participants.

Those who completed the programme can apply to become members of JPAM.

They can also receive professional intensive training and enjoy special allowances thereafter.

RESCUE TRAINING COURSE | 19 Oct 2014 by MCA Bagan Youth Division

Malaysian Chinese Association Bagan Youth Division is organizing One Day Rescue Training Couse on 19.10.2014.

The said program is supported by Penang Crisis Relief Squad MCA and conducted at Malaysia Civil Defence Department (JPAM), Butterworth Bagan Jermal centre (opposite Butterworth Court). 

According to MCA Bagan Youth Chief Dickson Seow, the said program focuses on providing general public with the basic skills and knowledge in emergency responses, including firefighting, water safety and rescue. With such skills, in the event of an incident, the participants would be able to effectively respond and enact a rescue thereby increase the chance of survival until the emergency service arrives.

The said program will be conducted from 8:00 am until 5:00 pm. Refreshment and meal will be served. JPAM will issue certificate of completion for the participants.

Participants who complete the said program could apply to become members of JPAM, receive professional intensive training and enjoy special allowance thereafter.

Guan Eng's statement on GST very misleading

GEORGE TOWN, 31 May 2013 : Barisan Nasional Bagan Division Secretary cum Certified RFP Trainer, Tan Chuan Hong bombarded Penang Chief Minister Lim Guan Eng on misleading the masses with Goods and Services Tax (GST) issue, because the Government has yet announced the GST details. Therefore, he should mind his words and deeds so as not to become an ignorant leader. He should only comment after the details have been announced.

Chuan Hong said, in developed countries, GST is part of a reasonable and comprehensive tax structure. Besides avoiding merchant involved in tax evasion, it also stimulates a fair competition platform in a nation. In addition, with the “spend more pay more” tax principles, those who spend more will have to pay more taxes. It does not affect the low-income groups.

Generally, GST will not impact daily supplies and controlled items. For instance, no tax imposed on a cup of coffee if one drinks in an ordinary coffee shop. If one drinks at premium brand stores, one will have to pay the tax. It was misleading the masses when Penang Chief Minister Lim Guan Eng claimed that buying underwear would have to pay tax. This is because buying ordinary underwear will not be affected by the tax. However, if buying underwear at premium brand stores, one will need to pay tax.

He made a proclamation and said that Penang Chief Minister Lim Guan Eng possessed an Accountancy qualification, and is a leader, too, should have knowledge in taxation. It was irresponsible and misleading when Lim commented that everyone had to bear RM1000. Without the tax details, what basis he has for making this conclusion? His comment is not only causing panic, but also worries to the public.

He said, the RM500 BR1M for the low-income groups is meant for those who have lower income or who are senior citizens. Anyone is entitled as long as one is qualified. This is different from the Penang Government where the PAKATAN RAKYAT Government only pays RM100 to benefit Penang voters, not Penang peoples and this clearly shows that it is Money Politic.

“In addition, GST virtually helps promoting tourism industry. It even pushes the nation’s shopping paradise to its summit. Tourists will get tax rebates after their purchases. This will boost tourism, and in turn benefiting the development of other industries including hotels, food and beverage industries.”

In this regard, he hopes that Lim Guan Eng as the Penang Chief Minister should be prudent in his words and deeds to avoid causing panic and worries to the public.

GST: Guan Eng diselar cuba kelirukan rakyat


PULAU PINANG, 30 Mei 2013 - Barisan Nasional (BN) negeri membidas Ketua Menteri, Lim Guan Eng kerana mengeluarkan kenyataan mengelirukan berhubung cadangan pelaksanaan cukai barangan dan perkhidmatan (GST) sebanyak tujuh peratus berikutan perkara tersebut belum diputuskan kerajaan.

Setiausaha BN Bahagian Bagan, Tan Chuan Hong berkata, Guan Eng tidak sepatutnya mengulas berhubung pelaksanaan GST itu memandangkan maklumat terperinci mengenainya belum diumumkan.

Malah, beliau turut menempelak Guan Eng yang sepatutnya lebih mengetahui hal ehwal percukaian memandangkan mempunyai kelayakan dalam bidang perakaunan selain merupakan pemimpin tertinggi kerajaan negeri.

Adalah tidak bertanggungjawab dan mengelirukan selepas Guan Eng mendakwa rakyat terpaksa menanggung beban sebanyak RM1,000 jika cadangan tersebut dilaksana.

Apa asas untuknya membuat kesimpulan sedemikian? Komen Guan Eng itu bukan sahaja mencetuskan suasana panik tetapi membimbangkan rakyat," katanya dalam kenyataan di sini hari ini.

Baru-baru ini, Guan Eng berkata, setiap warganegara Malaysia akan menanggung beban tambahan sebanyak RM1,000 setahun jika kerajaan melaksana GST sebanyak tujuh peratus.

Chuan Hong memberitahu, di negara maju, GST merupakan sebahagian daripada struktur cukai yang komprehensif dan berpatutan.

Menurutnya, selain membendung pedagang daripada mengelak membayar cukai pelaksanaannya juga mampu menjana platform persaingan seimbang dalam negara.

Berdasarkan prinsip cukai, mereka yang berbelanja besar akan membayar lebih cukai.

Keadaan sebegini sudah pasti tidak akan menjejaskan golongan berpendapatan rendah," katanya.
